Councilwoman Marti Emerald has pushed a new law forward that would require almost every new apartment built in the city to include individual sub-meters to measure water use.
It would apply to the more than 80,000 new apartments and condos expected to be built in San Diego between now and 2030, according to projections from the San Diego Association of Governments.
